According to a report by Moody's Investors Service, not all state debt burdens are created equal. And the range of per capita debt definitely shows it

The No. 1 slot on the high-debt list has per-capita debt of $4,859 per person... while the No. 1 slot on the low-debt list has per-capita debt of just $15 per person!
